The Phase 3 plan will cause severe congestion at the intersection of Trilogy Parkway and Via Concha Road. Via Concha is the most direct route to Highway 1 and Highway 101 for most Monarch Dunes residents.

Requests were made at Planning meetings to evaluate congestion at this intersection as part of the Phase 3 review. While Planning has reported that across Monarch Dunes’ 957-acres, peak morning and afternoon trips will be down for the new plan, there has been no evaluation of congestion.  

 

After purchasing the Woodlands, Shea extended Trilogy Parkway to Via Concha and created the intersection. Shea then added the Monarch Club, Monarch Activities Center (MAC), two golf courses, the golf course driving range, and the golf course restaurant, and all of these use this intersection. In the future the Village Center, hotel, and condominiums will l also use this intersection.

The following issues impact congestion:

  • Almost everyone uses this intersection when traveling to or from Hwy 101 or Hwy 1 to the Club and golf courses.

  • All residents of the existing 1320 homes have to go to the Monarch Club to pick up mail. There are no mailboxes at homes in Monarch Dunes.

  • Based on home locations, residents of the more than 1100 current homes and all of the new Phase 3 homes will use this intersection to get to the clubhouse.

Parking Space Additions - Increased Traffic and Congestion

There are 476 existing parking spaces near the Trilogy Parkway and Via Concha Road intersection. When Phase 3 is completed, parking will be between 787 and 851 spaces (adding new assisted living facility, hotel, condominiums, and Village Center). Almost all vehicles using these parking spaces will use the Trilogy Parkway and Via Concha Road intersection when they go to Highway 101 and more than 1100 homes use this intersection to pick up mail.

Avila Bay Parking

As a comparison consider traffic congestion in Avila Beach. The outlined section below contains 859 spaces, similar to parking around Trilogy Parkway and Via Concha Road and Avila Beach doesn’t have the additional traffic due to issues like the mail pickup at Monarch Dunes
